I know the new WME beta was just released, but Toolbox prevents the Save and Undo buttons from activating when you delete a segment or a place.

Q still works for me. Check Keyboard Shortcuts and see if Q got assigned to some other function.

Working fine for me, indicates a deleted junction and saves correctly.

I agree, keep the option. Along with it being larger and more obvious, the TB version updates instantly where ever you move the magnifying glass, making it easier to find the latest SV in an area. The native version doesn't do that.

Hmm, I don't see that on the native one at the bottom. I tried incognito and the date doesn't change until you drop the magnifying glass somewhere.

Some Toolbox functions are limited to higher level editors due to the changes that they make, and the limitations vary by region. If you can get in touch with a higher level editor in your area, they should be able to help you with this.

When you say it isn't appearing, is the TB strip along the bottom not showing or just Toolbox in the header bar not showing (which can be turned on/off)? TB works for me in Firefox 67.0.3.
