It didn't for me at first. I went and toggled a PIE setting and then refreshed WME and saw the PIE update message. Once that happened, the PIE keyboard shortcuts re-appeared in the list and started working again.

With the latest version of PIE and today's WME production release the top bar disappears once you pan around on the map (amongst other actions in WME.)

The option circled in red used to show the buttons but for a while now it has not. Can this be fixed?

That was interference from another script.  Try to update your scripts, PIE works fine for me after they are all updated.
 
With all other scripts disabled but PIE I'm unable to add hours that way and get the following console error:

It's happening for local addresses that are far off (screencap 1, top one is ~45 km away from the actual one in the red box), but regularly you get other side of the world suggestions (screencap 2, Canada is ten thousands km away from The Netherlands).

I'm often seeing the closest one listed at the bottom, usually 4. Someone else mentioned this somewhere.
