In fact the best solution for me would be that WME could load paved roads at all zoom levels.

You get ~0,5K segment at zoom 4 over Paris, ~74K segments at zoom 0 and ~188K segments at zoom 0 over New Delhi.
I'm afraid WME won't work well with so many segments

If you ask Waze, they will probably say "no" (eventually).
I've found it is possible to fetch all the roads for an area equivalent to zoom=2 with reasonable performance.
