There are many anomalies. e.g. 4th Street Harare is classed a major highway, yet the intersecting Robert Mugabe road which is more of a major highway than 4th St. is classed a minor highway. Unfortunately those of us that live in Zimbabwe have been prevented from adding and updating our own waze maps. Yes a lot can be done from Google Earth satelite imagery, but nothing beats driving down the road!
