How road types should be set in Saudi Arabia

I am opening this discussion to know more about how road types should be set in Saudi Arabia. I could not find a general article in the wiki describing road type usage and it seems that every country has its own set of criteria. I looked at some country specific rules and found that US's rules and road network have a lot of similarities with SA's.
Also, should a road be downgraded or upgraded based on the number of construction sites? In Riyadh for instance, a lot of parts of Al Urubah Road, specially east of its intersection with King Abdulaziz Road, have ongoing long term reconstruction projects interfering with its high capacity and fast characteristics. Is it okay to downgrade the road type at those parts to primary street?
