Ghost UR's

Earlier, I was doing quite a bit of work in other areas on the RoW server then came back to our local area, without changing servers. Upon doing so, I realized that there are a handful of UR's and MP's within the area that reside only on the RoW server.

If you take a look at this permalink for example, you'll see the issue that I'm referring to. Can those be closed out by a GC or are they to go through staff?

They all say their outside of my editing area, so merely having GC status doesn't let me close them out.
