Changing of the guard RC <-> ARC

Greetings fellow MAR editors,
I would like to formally announce that I will be stepping down as the MAR RC and Stephen will now carry the torch as the new RC for MAR.
I will assume the ARC role until Stephen deems it is time for me to move on and/or he has found a local candidate to fill the position.
Please note that this transition has been my ultimate goal since I accepted the duties over 2 years ago, a local individual is best suited for the duties and Stephen has proven that he has the time, tenacity and commitment to fulfill the responsibilities required.
Please join me in congratulating Stephen, Mr. MAR RC :D :D :D

Thanks Paul for everything. It was nice meeting you at the meetup and in all of our regional discussions. You brought excellent stability and guidance. I hope you will not go away completely.
