I too have this exact same problem. Samsung Galaxy Android - the audio is so low I cannot hear the directions. However, the google maps directions volume is fine. I turned up all the volumes but waze just doesn't want to output a decent volume. Most frustrating!
Sorry it's not the answer you want but just wondering why radio has to be on? Is this for traffic announcements. I play music through my phone and my radio will interrupt Bluetooth for traffic announcements.
There are some apps out there that may allow you to get Bluetooth working the way you want. Although success is variable. The only other thing I can suggest at least on my android is there are normally about 5 volume levels. Make sure they are all up. It should be using either media or navigation path. (Media at last check) but no harm in pumping them all up just to be sure in case there is a bug.

Had same Issue on LGG3 Android v4.4.2.. Uninstalled Waze and reinstalled from Play Store.. Problem Solved.
