Haven't noticed the change in the script.
But if it is it is a good change.
Because there is no uturn penalty with only street segments. That's been this way for years now. See my post and tested by ituajr. See following posts.
Although it seems only be configured this way in INTL server. Regarding this post.

Back after my PC I do see the change.
But the new version is not completely correct.
There still is a median u-turn penalty when one of the parallel streets is of type PS or higher.
Now if one of the parallel roads is of type Street (or lower) the u-turn check is off. But that's not correct. Then there is still a u-turn penalty.
Only if both parallel roads are of type street (or lower) only than there is no median u-turn penalty.
Can you please update the script?

My testing in my Cobber Pedy testing area (Australia), as documented in forum posting, shows that the type of the OUT-segment is the only relevant factor. There is no median U-turn penalty for turn from a Primary Street to a normal street. This is slightly different to the quoted statement above. This route demonstrates that.

I don't know whether the rules are different for other countries or other servers.

I just had a UR about such a u-turn prevention, but there was a PR in stead of a Street.
I will look more closely into this.

I noticed there is a difference in what is the incoming segment (A) and the outgoing segment (C).
A (PS) -> B(St) -> C(St) is not penalized
but
A (St) -> B(St) -> C(PS) is penalized
Which imo does not make sense.

Again an example where a median u-turn penalty is applied from St to PS,
But not from PS to St

Can you please show the median uturn prevention again for St-PS?
As I stated above the median uturn prevention is still active from St -> PS.
Although it is nog active anymore from PS->St I still would like to see the yellow balloons with angles to avoid.

Median uturn prevention is only when one of the segments is PS or higher. Not for only Street segments.
But there is an issue, and that is when one segment is a PS and the other segment is a St (or lower) 
From St to PS there is a median uturn penalty, but there is no penalty from the PS to St ;)
For these case JAI isn't showing the yellow circles either while there is a penalty.
