As has been said, 2 has never been a difficult level to achieve. A locking standard that does not take this into account is not a sufficient locking standard. Rethink your locking standard.
That's been the standard.
It's been just recently that policy in my area has been changed to move mH to R3 in more urban areas (or state Hwy that is classified by Caltrans as mH).

I agree. 2 has never been hard to reach. It should have been made more difficult with 3.
The issue is, as the app gets more popular, more people are encouraged to edit, and even L2 damage to PRI segments can be as frustrating as a new 1's BBQ in a parking lot..

Another possible solution would be to put on a time-based restriction to cover the gap in time between the next tile update and the next chance you would have to edit the map. The restriction would start to be effective after the next tile upload was complete (sometime in the early morning your time, exactly the same time your disconnection would have shown up).

Then, the next chance you got after that, you could apply the Real Time Closure.
