Another good source of local Massachusetts roads is:

Hint: turn on the "MassDOT Roads Street Names" Data Layer to get all the streets labeled.

While not for GIS information, it is being used for official Caltrans construction alerts. Not sure if that makes it safe to use or not.

A good starting point for North Carolina:

Otherwise I just usually type "county name" gis and get the right results in the first few google links.
