Right now my thoughts are leaning towards making the County system Primary Streets. And then my usual system of State = Minor, US = Major, Interstate = Freeway with exceptions of course (like NJ-24 which is interstate quality since it was supposed to be part of I-278 until that was scrapped because no politicians would let it be built through their towns.) NJ has an extensive County Route highway system (5xx and 6xx route numbers primarily) and many seem to be treated as (or even named) State Highways. Sigh.
Roads in NJ are far from straight forward though. You have NJ-24 as Interstate quality but you have US Hwys which aren't much more than cow paths in other parts of the state
