We need to check with the RC on what circumstances would justify departing from the U.S. DOT standards that have been adopted nationally. What is the reason for saying there "should" be one? Is there a routing problem as a result of a lacking PS there?

In general, I'm assuming we're unlikely to be departing from the state/federal guidance. But I will check.
