It has been flaky for me for several weeks.
Sometimes the tab will not be there (and it will not highlight anything), and it comes back after a browser reload.

Beginning with 2.9 and still with 2.10, not initializing at all with Firefox.
With prior versions it was intermittent and would usually show up on a reload, but it is not working at all now.

Same here, 1.6.2 stopped working after Chrome updated to 27 yesterday, 1.6.4 CRX file works fine.

I think it would be a great idea to let the user define minimum lock levels and allow highlights for segments that don't meet the set lock level for the road type and direction. This was a feature a long time ago with the old validator.

Just a suggestion. It would be nice to have a toggle for "Only highlight editable segments". I've cobbled together a mod with this functionality that obeys for explicit locks, but have not added out-of-EA yet to the ignore list. It helped a ton with highlighting SLs that were unset, but still hiding those you couldn't do. I can share my modified code, if you're interested.
Would also love to see a highlight for segments with un-nudged HNs. WME Toolbox seems to be able to fetch the HN objects outside of the HN editor window for their "Streets with name but no house number" filter, and WME House Number Tool has the ability to check if a segment is un-nudged (by evaluating the marker length). Seems like it'd just be a marriage of these two methods, iterating through until one is found, then trigger the segment highlight. Unfortunately this addition is a little above my skill currently.

If there was a feature I could add to WME Color Highlights, it would be to add a large red (or other color of the user's choice) bullseye or halo (like the way Validator highlights segments) over filtered Place Points - something larger than the Place Point icon.
For example, I am working on changing "Greater XXXX Area" city names to just the city name, "XXXX." Because of the zoom level/layer refresh, Place Points do not always appear, or do not get highlighted in yellow as they should. So, Places that have the erroneous city names slip through the cracks, so to speak.
A highlighting tool like this would be, in my opinion, solid addition to the options available to editors.

With the new road layer, some of these highlights can be confusing and make it hard to determine the road type underneath them. A one-way minor looks like a major, a one-way major looks like a freeway, etc. Also a street with no name looks sorta like a primary. Can we tweak the default colors or even have the option to change them?
