The only thing we don't know is what other privileges or features come with snapshot mode. Therefore without knowing the full ramifications of having the mode enabled, we can not know why they intend to restrict to L4+

There's an update in another thread, the Devs know it's not actually working and are checking why.

If you can, PLEASE do. I found it a very valuable tool for fixing errors, and it would be nice to have back, for us non-L4+ editors.

I disabled the snapshot script, and I still see the snapshot mode button, so I can confirm it is working without the script.

Any chance they will lower the requirements to L3, I'm sure people will ask?

I think that the script needs to be changed also , in order to work for the new beta address
