Expect candies on all types of road. I do not have a valid example of candies on private roads at hand but there are candies on walking ways, too.

Usually a report takes 1h to "phase out". Maybe, if a new report of the same type (but a different gradation) shows up on the same stretch the previous report should phase out sooner?

"The projects" is slang for public housing in the US: http://en.wikipedia.org/wiki/Public_housing_in_the_United_States. There was some disappointment as the Xmas-shopping went awry, I guess.
