The permalink is at Scott Circle in DC. But I think you are referring to this Parking Garage at 11160 Veirs Mill Road we label as "Macy's Garage." The parking lot road in question is actually at "Ground Level" here - eventhough it appears that it runs on the top level, it's intended to provide both an entrance and exit on the ground level.
