The city of Ghan already exists. Its current border is so far away that Waze won't let me add your road to it. As far as I know, the only way to overcome this is to expand the borders by adding road segments to the city. I've marked the Sturt Highway segments to be in Ghan as far north as I can, but Waze eventually stopped me before I got to your permalink. Now we wait for the city polygon to be expanded (which seems to take longer than tile updates), and repeat the process until we reach your permalink.

If we're strictly following the Wazeopedia standard, we should then remove the city from those highway segments and hope Waze can cope with a city that has segments scattered over 200 or km with no intervening roads in the city. Or, we could just leave it alone. The Sturt Highway already had a stretch labelled as being in Ghan, and it doesn't seem to have cause any problems.

The City of Ghan now extends as far as Permalink but won't currently let me go any further. This could be because it's still processing the new boundary, or we've reached some size limit on Cities, or maybe it's blocked because this segment was in the (non-existent) City of Eridunda and is blocking further expanding of Ghan. I've fixed that segment, and submitted a request for the City of Eridunda to be deleted. Will try again in a few days.
