Adding new subdivision to the map

Hello! I use Waze daily, and thought I would add the streets to our brand new subdivision on the map. We are moving in this Friday. I tried over the weekend while sitting near my new home, but the app would not allow me to add them. It couldn't pinpoint where I was and the closest named road on the map wasn't near me. Is there a way for someone to add these streets? What would you need from me? I'm near Richmond, VA...zip code is 23141.
