Actually, you do see the effects before saving -- the big orange circle shows up for the new roundabout, the orange roads that all junction at the edge of the circle ... and any segments that were completely inside the circle (as many must have been in this extreme example) show up as the cyan dashed lines that indicate deleted roads -- all before clicking the "Save" icon. Unfortunally not the case. I am in the process of going through a major highway and ramp system again that was changed by a 0 because either I forgot to lock it, or my locks didn't stick. I don't see what changes were made to most of the segments, other than their name was on it, so I am not sure if this was a points script at this point or what it is exactly that is going on. But I am going through the entire highway and locking it all up. I first noticed it because a section of a road marked minor highway was demoted to primary road and happened to click on the highway since the level couldn't be changed and noticed someone edited the highway after me...
Ya, I am frugal with my locks. Only on major throughfares, roads that go above/under, roads that were "fixed" by IGN, roads that are different than arial, and a few others that I justify as needed to be locked.
