Not worded very well.   But I understand having the app running is the data used t calculate traffic levels/speeds along roads. 

is there an api where a different GPS device could provide that data feed?

I have a GPS tracker in my car.   It’s always reporting my position.   Could I take that feed and submit it to Waze?  As for regular day to day driving I don’t tend to run Waze.
