Hi,
you've requested a downlock for segments to level 3, but permalinked the Roseville Aquatics Complex, which is a place, already locked at 3.

FYI, you can save/submit edits to places which are locked above your level: they will create a request which someone can then review (always welcome to ping us for that review.)

Weird, that's what I did for a few other places, but this specific one the only way I could seem request an edit seemed to click the link which prompted me to make this forum post. My apologies as I thught the unlock request was to temporarily edit the place, not lower the rank at which it's unlocked for.
