Waze not suggesting Restricted Car Parks?

Hi all,
I've probably missed something in a forum post but I was a bit puzzled yesterday. I was navigating to Bangor Railway Station (NW Wales, not NI!) and Waze suggested the nearest Car Park was at a supermarket round the corner, despite both car parks at the station being mapped. The difference - the station ones are set as Restricted whilst the supermarket one isn't. In practice both have signs indicating they're for the user of customers only - on that basis the supermarket one should be Restricted too according to the guidance. 
Is it the case that something is missing on the Station Car Parks? I would have thought that if you navigate to the thing that the Car Park is restricted to, that's what should be offered? If I remember right the App (Android if it matters) didn't even show the car parks let alone direct me to them? 
Have I missed something or are Restricted car parks broken in some way?

The Parking Project had such high hopes... then HQ dumped it and ran. We were once told we would be able to link mapped car parks to their respective businesses... but this never happened. Therefore any car park not set as Public will not be suggested on the map, it may show as 'the most popular' but it's been a long time since anyone looked at the Parking Project mechanics.

Generally I can't see why a railway station car park isn't mapped as public, if you can pay to park there. Supermarkets are more difficult to determine due to their free nature, they are not intended as general public parking.

Thanks for the explanation. I'll change the railway stations ones back to public and think about the supermarket ones...
I'm guessing it "seemed like a good idea at the time"...
