There is already a TITO there on the left turn. Probably the user's app platform doesn't yet support TITO.

In any case, it might be more universal to instruct the user that Waze never tells you to turn east or west, only left and right. If they hear East or West in the instructions, it's part of the road name, not a turn instruction. The fact that the city chose to use East and West on the sign instead of Eastbound and Westbound doesn't change the fact that the street name is still Lawrence Ave West in this location. Lawrence Ave East is on the other side of Yonge St.

Changing it to Lawrence Ave W would be exactly the same as no TITO. The issue is the sign says left to Lawrence East (short form of eastbound, those extra letters would clarify everything but I guess they cost too much).

It is my understanding TITO isn't rolled out to both app platforms yet, which would explain why the TITO from August isn't working yet for that user.

I'm not sure about the route script -- do you know for a fact that it supports TITO?

As I said before, it might be best just to educate the user about left and right. Waze NEVER tells you to turn east or west, so you should assume it is part of the road name (and therefore NOT RELEVANT to which way to turn).

Currently visual instructions and TTS are to Lawrence Ave E
So the driver should have heard East and not West
BUT
A test with the route script speak out West
this script must not take into account the TITOs  
It should be change to  Lawrence Ave W

No need to convince me

Street name is Lawrence Ave W,

I don't know what device the driver is using
But currently the visual instructions show Lawrence Ave E
