The last update doesn't allow to open while location is off

Hi!
After the latest update on my iPhone 6s+, the app doesn't allow to open until I allow it to use location.
It's very annoying, since I use to plan my trips and don't actually need to drive now. Before the update it only remined and suggested me to allow it to go to Settings.
How can I set the app up not to demand the location and rather to open it anyway?

One option is to plan your drive in the Waze Live Map (https://www.waze.com/live-map/) and send the planned drive to your phone.
