Nothing strange about the control. It is native part of the Issue Tracker when it is set to search the map area for issues.

It is 100% not useless and does not duplicate the "sync with map" box at all. As far as I can tell, it's completely useless, since it just duplicates what "sync with map" in the Issue Tracker does.
Checking the "Sync with map" box makes the "search this area" button not show any more. The entire purpose behind the button is if you don't want to auto-search for new issues every time you move the map, you can have the "Sync with map" box unchecked and have your Issues Tracker set to "Map area" then you press the button the search for the map area for issues.
If you want to search the map area every time you move the map, have the "Sync with map" box checked or switch to managed area or specific area. Then the issues will show every time you move around.
If you don't want to search the map area for issues and don't want to have the map automatically sync with the "Sync with map" box checked, you might as well turn off the Issues Tracker layer since it is not able to do anything at all.
