Waze might offer it as a route - but the signage is clear enough. "Unsuitable for all vehicles in winter conditions". Every car has an external temperature gauge to give warning of icy conditions. Every driver has a pair of eyes to read the sign, observe the conditions and make a judgement. If they lack the intelligence to do that, it's kinda their problem, not Waze's!

 
The signage is clear enough when you get there. Now you have to turn around and go out of your way and ignore Waze for the next 30 minutes until it eventually realises that another route does exist.

Ian has already noted that we can't do that due to it being set as a street already, and it's also worth bearing in mind that this routing option is only used to influence route selection on longer journeys, and only IIRC when the segment forms part of the midsection of the route.  We only learned this relatively recently (3-4 years ago, maybe), hence why you'll still see this option used a fair bit on small side road segments (e.g. service roads running parallel to the main road) because in the early days we just assumed that it took effect during all routing calculations, and could therefore be used to discourage rat-running along those service roads rather than remaining on the adjacent main road...
