I'll edit when home, but the roundabout currently is set as an address of "no city", but it is in Salisbury, same with one adjacent road already linked.

All changed and can be relocked.

I do think the roundabout should be labelled as Salisbury, Bishopdown Farm estate is in Salisbury, so the roads both sides are in Salisbury, so surely the roundabout is too.

Are you also able to downlock:

To L2 so I can add the Harvester parking road, which you can definitely use from either side of Harvester (I have many times).

Yep, that's a perfectly acceptable edit for the roundabout, so that's now unlocked for you along with the latest segment you've listed.
