Given how long ago the L4 locks had been applied here, I suspect this was formerly a section of road subject to some dodgy editing, perhaps due to out of date streetview imagery. I can't see any justification for forcing a L4 lock here, so once you've finished editing I'll change these segments to auto lock and leave it to the server to decide whether to keep them at 3...
