There is so much wackiness going on here.... My thought is that, due the poor placement of the original on-ramp, the southbound left turn wasn't getting any love. Seems it's all gone downhill from there, almost literally, as the boulevard underpass is now at Level 4, while the freeway it travels under is at Level 0.

I think if the beginning of the on-ramp were just moved up to the middle of the intersection, this could really be cleaned up. I can do most of the work needed now, but don't want to change anything until I can move that ramp. I don't understand why the level 5 guy that came through and did something to it a couple weeks ago didn't just fix the original problem.

Thoughts? Recommendations?
