Inhibit the "detected a slowdown" popup...

...if the user has already submitted a traffic report within the past x mins/feet. Definitely don't generate the popup if the last report was submitted just a few seconds ago, as has happened a.couple of times this week...

The pop-up generates the delay data in Waze (and the colored line) and the rerouting of other Wazers. The report you previously made only puts a pin on the map and warns the next Wazer that there is traffic.
The popup comes up and asks if you are in traffic, and if you say yes, then it brings up the traffic jam report box, which you just filled out 10s ago on the same segment of road. That popup for jam-detection should be suppressed. That's not the same thing as reporting a slowdown to the servers.

But the indicator will change color even without the popup. I did this yesterday on a lone stretch of road in the evening. I was the only car stopped along the road and I turned it yellow in about 2 minutes. No popup.

Functionally, there are unrelated. In the back-end, additional reported traffic jams will cause the segments to change color faster.

I've found that ONLY that automatic pop-up box will change segment color to indicate traffic... I've tested with saying both yes & no...
