I think this is a problem with the Live Map; it doesn't seem to reliably show real Waze activity here.

Some of our more eastern friends have created some a page for some statistics for Waze activity in a number of European cities:

including Dublin: http://wazestats.com/active.php?city=27

This seems to peak around 35 on a good day in the Dublin area, although I've seen the client app show up to 42 nearby users in Dublin - however I think the app and wazestats use a different definition of where the city boundaries are, which explains the different numbers.
