The cones are not related to the number of edits...!
Cones are showing your edit-rights-level...

OK, I have over 2500 edits, which is rank 2. However, the mood listed as needing 2 cones is still locked. Problem, or is the system still working on this?

You mean the Home button, right?

Waze will indeed stay on in the background if closed via the home button. If you are stationary for 10 minutes or so, it will then close.

Also, display of other Wazers is hit and miss. They flash on for half a second then disappear. There should be a lot more also...either that or Waze has had a significant loss of userbase. As Alan said above, this may be a system issue, rather than an app issue.
