Companies change their strategy, they may have an idea now of what they want to do with waze in the future but it may be completely different in two years.
Google has a mapservice that is considered very good - they do NOT need Waze at all. They have the resources (read: $) to buy Waze and to keep it dangling "at her Majesty's pleasure" for a few years, keeping it away from every close competitor. They paid a price that will never pay back from operating Waze - remember, Waze didn't earn enough over the past years to fill up a decent gastank and in my perception never left the beta-stage. With no chance to earn back the investment, why pump even more money in?

Now that the big prize was won it remains to be seen if enough commitment is left at Waze to fix those pesky errors that they didn't fix until now. With no chance to win more, why go through the trouble of improving the service?

So - "everything stays like it is" can be read as "google doesn't care" and "Waze doesn't care anymore either". And maybe - maybe - google keeps Waze as its Tamagotchi until the novelty wears off. We'll see.

Lol, this is swaying waaaaay off topic, guys. When I say G's maps are CONSIDERED to be good I mean that the perception of the general public is that they are good. We, editors, see that different. AppleMaps are considered crappy by the same general public - but they are maybe 98% correct, just not correct enough.
