The report is called Hazard. If it's not an hazard to the people passing by, it shall not be reported, whatever the item is called.
A car stopped outside a lane in a well designed freeway is by definition not a hazard, but if you know in your country people will cause themselves a hazard in the middle of the freeway just because there is a car stopped, then of course it shall be reported.

In these cases nobody needs to come and read the forum and it's advice. They just need to have the common sense of understanding they are reporting a Hazzard or a Camera. Unfortunately as you say 99% of them are instead reporting a car on shoulder or a regular red light.

Coming back on-topic, I can live with those 99% because there is always someone with common sense that will click on the "not there" and clean up the mess, which I think was part of the original question. Of course unfortunately this also works the other way around - the may be a valid hazard report and then those 99% you mention may feel like pressing the "not there". I always pick up the cameras as examples of people reporting regular redlights and every single cop drinking a coffee nearby a street, but then the other half of the people clicking on the not-there for perfectly valid cameras.

Of course, with 99% of Wazers never reading this forum and its advice, what is a hazard or not comes down to what 99% of users FEEL is a hazard or not. Live with it! ;-)

If anything is to be done about those 99%, it should be done in the tutorial video. Alas there is more attention for its cuteness than for factual content...

I think it's a judgement call. I tend to not report as a hazard unless it's within a few feet of the roadside. But if it is 10-12' off the road, it clearly isn't a hazard and even if people are slowing down, I don't believe it warrants being marked as such. You may feel otherwise and that's the nature of crowdsourcing. :) In one minute, the next Wazer behind you may feel your marked hazard is not a hazard and has the option to mark it Not There. That's the nature of crowdsourcing. :)


I guess the issue is... If waze give us this hazard option (vehicle stopped on shoulder) to choose, people will choose it. I personally, do not like to use "vehicle stopped on shoulder" hazard and from what I see, It doesn't have much affect on the speed. People still drive faster than the posted speed limit. Of course, this is based on my GSP in NJ experience.

Waze recently adjusted their pirvacy settings which is showing a lot of users invisible to others. This may also be affecting of the reporting function as well. Waze is currently trying to fix this, so in the future (no eta) reports will not show up as anonymous if you do not choose to be invisible.
