Street that is really an alley

There's a street in Hoboken NJ (Court Street) that is really an alley behind some businesses. Technically it is a driveable street, but is regularly blocked by parked commercial vehicles. It is also cobblestone and very narrow.

Technically yes, you can drive it, but it regularly gets flagged since no one wants to drive down it.

How should it be handled?

Right now it is marked as a parking lot road.

Do you have a Permalink of the road in question so someone can check it.

If it is set as a Plot road, Waze should keep from routing down it unless their final destination is close to it.

So without seeing it, an Alley set as Plot road is correct.

Right now it is marked as a parking lot road.
Some people use Parking lot road, others use Private road. Both are acceptable.
As bigbear noted, Waze will not use it unless someone is driving to it or a destination very near it.

If it is a parking lot road now, there is a high probability that I was the one who set it to parking lot road. I went to college in Hoboken (Stevens Institute of Technology) and walked Court St almost daily. :)
