That's CA, but same rules in CO.

What was there used to be a double-double, it's now got a dedicated turn lane very recently. Until last Monday when Waze swapped out Bing for Google aerials. Before that Bing aerials, GSV, and Bing Street Side all agreed there was double-double in place.

Because that isn't a left turn only lane, aka suicide lane. Left turns across that are not legal and it's to be treated as a physical barrier.

I do not see what you are saying. It appears in the photograph that there is a lane provided for making a left turn.

In most states (e.g., TX), two sets of double yellow lines form a barrier to turns. I do not see the yellow lines that would block the turn onto Niagra.
