Ofcourse normal users could use the report function.
I tried really hard to make an easy to use reporting tool. For instance, if you run WMET over a non-editable area, it will warn you about that and automatically switch on a special option for that. Or if you run WMET in the beta WME - there will be a warning "do not share" and every link will be prefixed with "B:" There is a guide, which helps you to start etc etc...
So I really hope that the waze champs will not object to make this reporting tools available for low-level users
The fixes are password protected + locked to a certain level + locked to a country. Not every waze champ will be able to use them. And there is no chance to use a fix over another country by mistake.

Try to open the links in the new window, not new tab. I've noticed that it also slows down when you minimize the window. But if the window is not minimized and stays on the background it works ok.

Sure, let's do it!
Write a list of reports in a free form, like:
report if road name is not in the abbreviation table [link]
report if a Freeway is not named like A[num]
And fixes like:
if the road type is Freeway then lock it to level 5
And I'll see what I can do!
