L3 Unlock - Kromboom Rd, Cape Town

Hi there,

Could someone either unlock Kromboom Rd here
or make all turns allowed on the Kromboom, 6th Ave junction.

EDIT : Not sure why it's locked as it does not seem to be a candidate for dualing ?

I'm guessing it's an old historical lock level, as the last edit date on some of these segments is May 09. Did we even have Waze here then? Darn. I've really been late getting on this bus.
