Prevent newbies with L1 editor status from closing your UR

Title says it all. I've had two newbies and one attempt at deliberate sabotage closing my URs while I was waiting for the Wazer to reply. Please enact a block to prevent anybody from closing your UR unless they are a higher level editor than you.

They should already be notified if they are closing a UR with comments on them.

Waze has said they are working on a way to keep closed URs available in the editor for a short period of time. We've asked that editors of sufficient rank be able to re-open them if needed.

PM the users who have closed things - try to educate them. If it doesn't work, talk to your Regional Coordinator & further action can be taken.

Doesn't work. Only one newbie has responded to me on the forums, and the other two closed dozens of open update requests by the time their editing rights were removed. It's easy enough in the map editor to specify a lock level for items on the map, why not do it for URs as well?

Lost another 20 update requests today to another Level 1 Editor. This must stop. How the hell can I do anything if more URs get closed by newbies than I close myself?

I understand full well that I can PM my regional admins in situations like this, and they have always responded quickly when I do. However, I think we do need to seriously consider some system to prevent this from even happening in the first place.

Some possible ideas:

1. Same as with map edits, an UR can only be closed by an editor of equal or higher level.
2. Once a comment has been added, nobody else can close that UR until a specified time has passed...7 days, for example, or closed by a higher level editor.
3. When closing an UR with a conversation started by someone else, rather than closing it immediately, a confirmation request is sent to the editor who started the conversation.
4. A combination of the above three might work quite nicely.

Regardless of the method chosen, I believe it will help minimize damage caused by new or destructive editors.
