I'd like to propose to measure and recognize quality and not quantity on map editions. Users from client side (that's why I'm posting here) should be able to "thank" or +1 an editor when promptly responding, having an adequate conversation and solving or closing an UR. Somehow this should account into the same score that allows an editor to increase his rank.
Of course abuse prevention methods should be put in place: You can only thank the same editor once in a day, or something like that.

The only problem I can see with this is that most people who submit a UR rarely seem to reply when asked for more info via the conversation feature, or they submit a report for an area that they are only passing through once and likely won't ever drive through that area again. So in essence, unless they drive that area/route all the time, there is no way of knowing if their UR was REALLY solved properly vs. someone just marking it solved.
