It's a California thing. One of the minor annoyances on TV shows that are set in the DC area around me is when they refer to 95, 295, 395, or 495 as 'the 95' or whatever (however, it is 'the beltway'). That reminds me, is Southern California the only place where people preface the freeway with "the"? I've done a fair bit of traveling around this country, and I don't think I've noticed it anywhere else. Take "the" 210 to "the" 101 and then head south until your hit "the" 5.
