Problem segment in Reisterstown

There is a segment in Reisterstown that is constantly being avoided. Couting the three existing URs, there have been at least three more posted in the last few months of the Waze just completely avoiding Brooks Robinson Dr. Would deleting the segment and recreating it help?

Would these parking lots be unconnected and simply paralleling the road?

I've gone ahead and added a parking lot road to both sides of the street. Let's see what happens.

My guess is that Brooks Robinson Dr really is slow. So I'm betting that if you delete the segment and recreate it, waze would route on it more for a bit and then learn its slow again. The routing is certainly repeatable. It shows on the live map:

I guess the question is - is waze giving the fastest route or not? Do we think the data waze is basing the routing decisions on to be wrong?

I can't currently start a route on Brooks Robinson Dr on the live map because its marked with heavy traffic:

So what goes on along that stretch of road? Both the aerial view and street view show stopped cars along the shoulder. Why does anyone stop there? Could people be stopping there for some reason with waze running?

EDIT: Ok, for what its worth, this article, makes is seem like the shoulders of Brooks Robinson are used as a de facto truck stop. I wonder if the problem is just people stopping on the shoulder with waze running.

Waze does weird things when multiple segments connect the same junctions. Could you put in a extra junction in each parking lot road to prevent this?

It looks like the railroad note segment is going to be a problem. It shows on the live map and it looks like railroad might show in the client as well in the future. I'm not sure what the best method to add notes is at this point.

Brooks Robinson Dr (FKA Radio Tower Dr) is indeed used for parking by trucks, but also for the local Jewish population who aren't allowed to drive to synagogue on the sabbath. They park their cars on this road and walk around. The road is an unsigned state highway, fully maintained by SHA (including signals). It is MD 129A.

As far as traffic goes, when the beltway is piled up, people use it as an alternative all the time, but it wasn't built for that. Really it is just a long ramp, since there isn't enough room for on/off ramps in between Park Heights and Stevenson.
