There is no such requirement from Waze to be an active Waze forum user, nor even be a user for 1 day to become a tester.

From https://www.waze.com/forum/viewtopic.php?f=373&t=79412 it is clear Waze consciously planned opening the tester floodgates for Android, so all manner of users are now "testers."

How is it possible for wazer to be beta tester without any post in the forum
We actualy have an issue in fance with a (few) beta rester who emailed en texted screenshot and part of the last beta joined email

It's also relatively clear on Centercode—there have been probably well over a hundred bug reports from the Android user group on the current beta, where there are maybe 10 from iOS users... Not that all the Android reports are particularly useful, though...
