Ok so it seems that it could work (no bugs to fix) but that there is a problem with the app understanding you. Have you got music on or anything while you're trying? Does your phone's integrated vocal assistant understand you well in the same conditions?

What I mean by failed:

1.App listens. I say "Report Hazzard". App says "Try Again".
2. App listens. I say "Report Hazzard" again. App says "Can't Hear You".
3. App listens. I say "Report Hazzard" again, usually a little louder. App says "Cancelled".

Thanks. I have done 1 and 2 and when I get to 3 just said "car". That fails for me. I will try saying "car stopped" and see if that makes a difference. Sometimes I don't get past 1 ("Report Hazzard") before it fails.

Have you tried saying it like the help page illustrates?
  1. App listens, say: "Report Hazard"
wait, app asks you to specify between several choices
  2. App listens again, say: "Shoulder"
wait, app asks you to specify between several choices
  3. App listens again, say: "Car stopped"
I've never had any problems with it, nowhere is it written that you can make a full sentence directly and that it will understand.

Using the cmd file I have tried saying "reporting vehicle stopped on shoulder". It still doesn't work. Can this be fixed in the app?

Thank you. I have tried it the way it is listed on the help page: Report Hazzard, On Shoulder, Car. It either fails when I say "report hazzard" or when I say "car". Either way I have not been successful at reporting this with a voice command. I appreciate any help!

Correct, that's why you would want to look at the file Waze actually uses instead of some documented list. Unless for some reason it doesn't use that file for some reason.

In general consider most information which is older than 6 month to probably be outdated. Since 2012 the app has changed a lot.

Where are you located? Have you looked at the Waze help page on voice commands?

I saw this on one of the early posts and they are all in that file:

All current available commands can be found at \Waze\asr_cmd in Android platform.

But I've had little luck making the commands work.
