Are we talking about the old or new table? The new one has rank 3-5 editors who are not State Managers in the third section. The first section is Country Managers (rank 5-6 in the US) who can touch anything in the state. The second section is for State Managers who are clearly dedicated to the state. Aside from people putting themselves in the wrong section, what am I missing?

Maybe the community role for the state should be renamed to State Coordinator to associate more with the RC as a community role. Then we can still have editors who just edit, but their area is as big as the state (especially in small states).
Then since there is only one (or two) max regional coordinators, but State Coordinators can be multiple for one state, I would hesitate to place them in the table heading like we do for the RC.
Therefore I propose we create a small badge icon like I have for the other roles (champ, mentor, RC) for the State Coordinators(s) and have them add themselves to the current State Manager section with that badge. Then other Area Managers who have areas that cover the state can also appear in the State Manager area, but without the coordinator badge.
I think this would reduce confusion because each role would have a distinct name where people who can:
* edit an area (Area Manager)
* edit an area that covers the state (State Manager)
* edit anywhere in the country (Country Manager)
and
* manage a region (Regional Coordinator)
* manage a state (State Coordinator)

As Waze puts it, CM is just an editing role and that the editor doesn't need to be involved in any kind of community activity. Yet, we require them (editors who move over 500K edits) to go thru approval process by the US Champs. I'd say no based on Waze's definition of CM.
My personal opinion, I would like to see editors who surpass 250K edits to start thinking of community and start doing things for the community besides editing. One of the requirements I would put is to become a mentor formally or informally.
