OK, great, I remember seeing that somewhere, forgot about it, thanks. It might not be a bug, might be a decision they made to sort of force "quick exits" from the private roads where possible. Or might be a bug :) Even if intentional, it has a bad assumption, which is that if you are on the same segment, you are close to a particular entrance, and certainly has unintended consequences for such cases.

If that's the case, one could indeed resolve it along the lines of your proposal, by simply having an "unnecessary" 5m segment at each junction with public roads.

Right, and not even necessarily 5 m; if there's a gatehouse, that segment could start at the gatehouse, so people wouldn't be led back in just to go back out.

I raised it with Amit in the context of parking lot roads back when I became aware of the issue in this thread. But maybe its worth repeating and noting that (not surprisingly) its the same for private roads.

The result from submitting this example on the form is:
The penalty for going out of the parking lot road is given. The problem is, that the penalties on the first segment are taken with a factor of the location on the segment. Since we are about mid-segment here, only 50% of the penalty is used. We will look into this further to see how we can fix it. ​

Though it seems even at the far end it'll still do the same thing. Is that a limitation of the live map? Does live map always start you at the middle of the segment anyway? (Judging by the WME travel time script, this is the case.)

I think there are some mysterious gremlins in Livemap deciding where a "dropped pin" actually sits. It isn't entirely consistent. That may be partially due to the maximum zoom, and maybe some funky "try to find the nearest mapped location" logic.

Private Roads would define "No thru traffic" so unless you cannot access your destination without going another route, It would prohibit you from going on this road.
