Oh.. boy.
You're going to have to create a second map for counties that have been done with the latest updates in FC in the very near future. I had heard this was coming soon and here it is. (I'm going to take a glance now but it probably won't take long to make the changes for the counties where FC was already completed under the current maps.)
NCDOT:
Since August 2013, an effort has been underway to review the existing functional classification system to validate modifications as a result of the 2010 Census and HPMS Reassessment 2010+ and to identify justifiable modifications desired from local planning partners. Based on coordination with our local planning partners and an internal review conducted within NCDOT, our recommended modifications are now under review by the Federal Highway Administration.
The maps below present a comparison of the existing functional classification to the proposed functional classification for each MPO and RPO area in the state. For each MPO/RPO two maps are posted:
· Map 1 shows the existing functional classification system for the area on the left-hand side and the proposed functional classification system for the area on the right-hand side.
· Map 2 shows the existing functional classification system for the area on the left-hand side, but the right-hand side only includes the changes that were made to the functional classification system within the area.
Upon approval by the Federal Highway Administration, NCDOT will notify our planning partners and the revised functional classification system will be incorporated into NCDOT’s road characteristic data GIS layer at the next quarterly update.

You can mark this group as done. Still some Validator work to do but I'm going to combine some of that with my next group.
