Yes, it lists that as an accepted file format. I am trying to load these PA KML files:

KML files - PA Townships (labeled)
KML files - municipalities (not labeled)
KML files - CDPs (not labeled)

It works for me. When installed you access it within the Globe section of the sidebar.

Yes, after multiple times of refreshing/reloading the page, disabling/enabling from tampermoney, sometime only it works, but after that missing again from area tab. 
 
I'm finding (in rare cases) it doesn't load for me either. I haven't had it happen enough to investigate the cause.

I think I found why for me, currently I am using Geometries (tampermonkey) and Toolbox. What I found is, WME Toolbox is causing the issue. whenever I disable the extension, the geometries works flowlessly but if I enable toolbox and refresh the page, the geometries does not appear with exception sometimes. I tested with 2 browsers and the result was same.  
 
 
I experience the same (not loading when Toolbox is enabled.)
