From my subjective logic, I would agree.
But: When it comes to routing, the staff-definition of bugs has many surprising exceptions. So I wouldn't hold my breath on this.
Example: Routing through a TBR
Situation: Driving through a segment is disallowed by the restrictions in a TBR, like "forbidden for all vehicles until 2016/06/30. If the driver choses "shortest route" instead of "fastest route", Waze might route him through the TBR although the restriction forbids it. We all would assume that "shortest route" is the shortest legal route, however staff did not acknowledge this behaviour as a bug.
It's not the same situation, but it demonstrates that it's not easy to predict what staff considers a bug and what not.
